Illinois Raffle

When the state of New Hampshire voted to go into the gambling business with statewide lottery in 1963, it broke a 70-year precedent and became the first state lottery in the United States. (Puerto Rico has had a national lottery since 1934.) The moralists wailed that the plan would fail and go down in history as New Hampshire’s fool tax experiment. Lotteries are currently legal in twenty-two states and in the District of Columbia, Puerto Rico, and the Virgin Islands. Under U.S. Psta1 Regulation 123.352, section 123.42, Lottery Matter (18 USC 1302), it is unlawful to use the U.S. Mail to distribute published information on how to purchase a lottery ticket (names, addresses, phone numbers, etc.) except for a state lottery publication within that particular state. However, lottery information can be obtained by using any mailing source other than the U.S. Postal Service or by telephoning the state lottery agent direct. Canadian publishers do not have any postal regulations prohibiting them from publishing lottery information, and are therefore free to mail such information into the United States.
